Jeanne is a native Washingtonian, the eldest daughter of George Hayes Carter, Sr. and Lucille Daley Carter. Her older brother, Mike and younger sister, Shirley, predeceased her. Both her father [George, Sr.) and brother (George, Jr.) served distinguished careers in branches of the US Armed Forces and are both buried at Arlington National Cemetery.
Jeanne married a New Yorker, Livingston Webster "Doug" Dougan, who was the love of her life. She gave birth to two children and raised three, Gregory Lamont, Dani Lyn and Eric Douglas.
Jeanne was a graduate of D.C. Public Schools. She worked in several administrative posts for the federal government, including the Department of State and the Agency for International Development. Prior to her employment with the federal government, she worked for Milton S. Kronheim liquor distributors on V Street NE. Although Jeanne was a non-drinker, working for Mr. Kronheim was one of her favorite jobs.
In her early years Jeanne was an avid reader and theater aficionado. She enjoyed fashion, make up and the occasional museum. She is survived by Dani, Eric, grandson Tristan, great- grandson Harlem, nieces Pamela Carter Pugh and Rita Carter Meade, nephews Michael Carter and Mark Carter, and those who knew and loved her sharp wit and caring ways.
